વ્યૂહ રચનામાં આ ઉદ્દેશો સિધ્ધ થાય તે માટેની વિવિધ પ્રવૃતિઓનો સમાવેશ થાય છે. જેનાથી તેની કામગીરીલક્ષી ઉદ્દેશો પણ આપોઆપ નકકી થાય છે. જો કે એસ.એ.જી. ખાસ કરીને તો રમતગમતને લગતી સરકારની યોજનાઓનો અમલ કરે છે. આ યોજનાઓ સરકારના અંદાજપત્રમાં સમાવિષ્ટ. હોય છે જે અગાઉ યુવક સેવા આયુકતની કચેરી રાજય ખેલકુદ પરિષદના પરામર્શ સાથે ચલાવવામાં આવતી હતી. એસ.એ.જી.ની સ્થાપના થયા બાદ તેમાં કેટલીક નવી રમતગમતો ઉમેરવામાં આવી છે.
